[Pardus-translators] There is no my locale in Dama-Dama release

It's bad policy. Can you please make an exception or to lower the 
threshold to 60? Because I do not really understand why translate pisiat 
this moment(there are too many command-line terminology, it's better to 
leave it in english).Everything else, except the release-notes translated.
