[Pardus-translators] [RFC] Translations ratios

Hi,

Currently, we do not have a policy about the translation ratio which is an
indicator for us to officially support a new locale or drop the existing ones which
are below it. Currently, there is already one, 75%, which is not official actually
but defined at a time at past to draw the line. 

Now, my suggestion is that:

* YALI (510 strings) and yali-branding-pardus (55) must be >= 90%
  - Since it is the first screen that users meet. first impression is
important.
* mudur (74) >= 75%
  - Our init system. You see the messages if splash screen is disabled or if you
press Esc when the computer boots.
* All managers (~500 total) must be >= 75%
* Overall ratio >= 65

What is your suggestion? Is it okay for you, or do we need the tune the ratios?
