In Pardus Project, software application progress is bit different.

When a developer/contributor or a user wants a software and opens a ticket
in bugs.pardus.org.tr; a developer makes package and send it to review
repository and email list, other developers look over package's quality (not
software's) and give decision.

So we can say that Pardus don't focus on software's quality and open for
most of them.
